Also, make sure you have the right version of Windows 7 Manager. There are the 32 bit and the 64 bit versions.

I tried both versions and still got that message coming up. So I would have to download a new net framework? would that erase everything off my computer if I did that?

what your computer is, either 32 bit or 64 bit. What was it when you purchased it?
Would downloading a new Net.Framework erase everything from your computer? No
But if you really want this software installed, you may need to visit that link and do two things;
1] Download and run the Net.Framework Cleanup tool. Then
2] Decide which Net.Framework you need, and download and install it. I can't tell which one is needed but from the error message you gave I am guessing it will have to be the version 3.5 one.
Having said all that, I'm with Bob in what he says below. We don't like Optimisers and Registry Cleaners in these forums as they can cause more damage than good, especially in inexperienced hands. Experienced users don't need them.

Registry cleaners and speed boosters too often do more harm than good.
