South American TV? That might be available on Internet while you're there. But maybe you will even have normal cable TV?
Not every program is available in every country, even via Internet. But still, you will have a rather rich choice, I think.

Few American TV networks would stream their programming over the internet due to both the high value they place on it as well as the loss of control they'd have over it. Thus, the internet TV services you find offering 'over a 1,000 stations' offer mostly one of two things:
1.) Off-the-beaten-path content, largely from secondary and third-world markets.
2.) Pirated content, streamed in violation of local and/or federal laws.
Bottom line: You'll find your options few and far between while traveling overseas.

If you are traveling and not moving to a foreign country, you can use a Slingbox to watch your home TV on the internet.

I am moving there but will keep my home in the us while gone. To use slingbox I would have to maintain service at my home correct?

You would have to maintain your U.S. home connection for a Slingbox to work. While I have not used mine from abroad, I have been very satisfied why my Slingbox Pro HD. I get a good HD signal, and I can even control my DVR.

I am moving there for 2 years. What about some of the pay services such as netflix, hulu plus etc. Do they restrict access in other countries?

Even if you were to VPN back to your home computer in the U.S., the data speeds would be too horrible to make it work well. There are IP blocking programs, but I don't endorse that type of thing since it's somewhat of a grey area.
Itunes is another workaround to buy (some) US TV shows online when abroad.
If you did try Slingbox for Live TV, you will have to maintain your current home service(s). How well it actually performs will be a function of luck based on the broadband speeds available where you will be living, and how those ISPs perform for you, and also how they connect to the networks back home. You might not get broadcast quality sitting in the Cafe with you Porteno friends in Buenos Aires
